Summary:

The Project Operations Interface (POI) are members of the Operations & Commissioning Team within the Client’s Projects organization. This role is specifically designed to function as the primary communication and coordination interface between the Project Leads, Engineering Teams, Commissioning Team, Construction Team and Field Operations Teams. The roles and responsibilities of the team members are tailored to complete specific deliverables in each of the four major stages of a project (Concept Development, Optimize, Define and Execute).

Projects may range in size from minor modifications and replacement of existing equipment and infrastructure to installation of new production facilities. Many of the projects will involve additions and upgrades within the existing facilities, i.e. ‘brownfield’ type of work. The successful candidate will be based on the North Slope of Alaska (i.e. Prudhoe Bay) with substantial time in Anchorage on a three-week-on/three-week-off or two-week-on/two-week-off rotational schedule. Some travel will be required to engineering offices and fabrication sites around the country.

Duties and Responsibilities: (including but not limited to the following)

The Project Operations Interface establishes and maintains interfaces with North Slope-based personnel. The POI facilitates communication between Operations, Project Teams and Execution Teams. He/she meets regularly with Onshore Site Managers, Maintenance Team Leaders, Operations Team Leaders, Operators, and Maintenance Techs, etc. to provide awareness of project scope and status. He/she assists the R&M Group in development of preventative maintenance procedures and spare parts requirements. Additionally, the POI assists with Operations’ reviews of key project deliverables and provides general project support, as needed, on the North Slope.
The POI is responsible for developing and implementing the organizational structure for Operations to support the project. This will include working with the Operations & Maintenance SPOC’s selected for the project.
During the project, the POI formally documents and transmits Operations’ input to the Project Team via regular project meetings, maintaining project action item lists, project notes, and e-mails. The POI receives and continues development of and maintains the O&M Strategy, the Start-Up Execution Manual (SUEM), the Operational Readiness Plan, the Operations Readiness Checklist (ORCL), the MoC Strategy and assists in the development of the SimOps Plan for project implementation.
The POI will be responsible for developing and delivering the MoC Awareness training for each project and maintaining the training record of Operations & Maintenance personnel in the MoC.
He/she also will participate in IFR, PHAs, PSAs, HAZOPs, HAZIDs and PSSRs. When necessary, he/she takes the lead in arranging reviews. The POI also assists in the follow-up of action Items and findings. He/she will also assist in the delivery of Operation’s action items, should the short-handed nature of plant staffing prevent timely resolution.
The POI will implement and maintain MoC’s for projects, and ensure proper MOC authorization is obtained prior to start-up.
The POI obtains and documents Operations’ input for the development of the handover strategy and commissioning plan. He/she works with the Commissioning Engineer and the GOC Team to develop systemization drawings.
The POI is responsible for providing input to the Project Lead with regard to the Start-Up Plan and the MOC Strategy. For smaller projects, the POIs will act as the lead over these deliverables.
The POI develops and executes plans pertaining to System Description Manuals; PSM required operating procedures, Safe Operating Limits Tables and training. The POI must coordinate with the Operations & Commissioning Manager to ensure adequate OPS Tech Advisor resources/expertise are available to meet these requirements.
Ability to solve problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.
Work Experience & Skills Required:

Excellent interpersonal and relationship building skills.
Excellent written and verbal communication skills.
10+ years’ experience working in heavy industry, preferably operations/management of Oil, Gas, or Chemical processes.
5+ years experience in project development/management using a CVP, staged-gate process.
Proficient in Microsoft Word, Excel, Outlook, OneNote and PowerPoint.
Proficient in all aspects of reading and interpreting Piping and Instrumentation Drawings (P&IDs)
Self-directed individual requiring minimal supervision.
Develops collaborative relationships and contributes to team success.
Actively participates as a member of a team to move toward goal completion.
Able to work effectively with counterpart on a three-week or two-week alternating schedule.
Ability to work under time constraints while meeting timelines and deadlines.
Legally qualified to work in the USA (i.e. I-9 form)
Comply with all UOSS & Client policy and procedures
Valid Driver’s License
Education, Work Experience & Skills Preferred:

5+ years’ experience working in Prudhoe Bay Operations or Maintenance functions.
Project/Mechanical/Electrical Engineering background/skills desirable.
Minimum of High School Diploma or equivalent with 10+ years of relevant experience.

Specific vision abilities required by this job include close vision depth perception, and ability to focus. The employee must be able to drive a vehicle if required and be capable of business air travel.

Work Environment:

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. This is a field assignment with rotating work schedules. While on field assignment, employee will be housed in work camps and provided adequate safety training and safety PPE.
